Is it possible to create effect on vector objects instead of images?

I'd love to utilize this type of effect in one of my applications, but it doesn't use images, it uses rectangles and shapes.  Is it at all possible to implement this type of effect on vector elements?

You may have to apply some manipulation to the color of the ripple as well to get sort of a shine on the ripple, because some vectors may be flat in color, so if you don't manipulate the color, you won't see the ripple.

I'm trying to go through your code to figure out the theory of the ripple,  as I'd like to use it in a touch screen kiosk application we're developing in house.  This is a great effect, lots of wow factor.
